<p>MANILA (Updated 3:13 p.m.) &#8212; Malacañang released Monday the much-anticipated Executive Order (EO) 79 that prohibits the Environment department from signing new mineral agreements until a new law on revenue sharing schemes and mechanisms is passed.</p>
