MALACAÑANG said Monday that the National Democratic Front (NDF) should take the blame for the stalled peace negotiations with government, citing its hard stance on the Joint Agreement on Safety and Immunity Guarantees (Jasig) requirements.
Presidential spokesperson Edwin Lacierda said negotiations have been delayed because the rebel group did not have the Jasig list, which both parties have agreed to use as ground to release detained rebel leaders. Read more
